Idaho Organization of Resource Councils

Sixteen Thirty Fund and Western Futures Fund both funded the same regional 501(c)(4) organizing infrastructure, Western Organization of Resource Councils (WORC), which publicly lists Idaho Organization of Resource Councils (IORC) as its Idaho member group. Sixteen Thirty’s primary 2022 Schedule I reports two separate same-year grants: $2.225 million to Western Futures Fund and $60,000 to Western Organization of Resource Councils, both described as civil rights/social action/advocacy. Western Futures then separately granted WORC $60,000 in 2023. WORC says it helps member groups succeed through training and coordinating issue work and has shaped local/state/national policy; its member list includes IORC. IORC describes WORC as its regional network and has publicly credited WORC with administrative support. IORC’s 2024 advocacy included member testimony and organizing against Idaho SB 1245 concerning pesticide-manufacturer liability. IORC’s FY2024 filing also reports an $80,000 grant from Western Organization of Resource Councils Education Project, a separate c3 entity, underscoring the need to keep WORC’s c4 and Education Project c3 legally distinct. The documented architecture is therefore repeated Sixteen Thirty/WFF funding of WORC c4 plus a formal WORC↔IORC member/organizing relationship and separate c3 support to IORC. It does NOT establish that the Sixteen Thirty grant to WFF was passed through to WORC, that WFF’s WORC grant funded IORC, or that any of those dollars financed SB 1245 advocacy.
