Transparency USA's 2024-cycle IMC page lists a $5,000 IMC payment to Idaho Victory Fund. Current-cycle data list a $50,000 Idaho Victory Fund payment to IMC. IMC's current endorsement list also includes candidates such as Tammy Nichols whom Victory-funded Idaho Liberty PAC had opposed in an earlier cycle, so the money relationship does not by itself establish slate control. The retrospective audit identifies a concrete perception-framing mechanism in Conservative Accountability Project's public messaging. CAP's pages for , Tammy Nichols, and use identical language saying each voted against law enforcement, against helping veterans and to weaken prisons, with footnotes to H222, H351 and S1150. The underlying measures were appropriations bills. H222 was a FY2023 supplemental appropriation to the State Board of Education/University of Idaho; contemporaneous reporting describes it as $1 million for University of Idaho expenses/security following the November 2022 homicides. H351 was the full FY2024 Department of Correction appropriation, covering management, all state prisons, county/out-of-state placements, community supervision and other correction functions. S1150 was the FY2024 Division of Veterans Services appropriation totaling about $130.35 million, including the Boise Veterans Home replacement and other agency funding. A legislator voting no on those bills did vote against passage of packages containing law-enforcement/correction or veteran funding, so CAP's statements are not automatically disproven by the roll calls. But the messaging compresses votes on entire appropriations packages into narrower issue labels without presenting the legislators' stated fiscal objections or the full contents of the bills. That matters under the 'veil/perception' audit because the same four senators were later major opposition targets of , while CAP received a $25,000 general-support grant from in FY2024. The Idaho GOP platform simultaneously emphasizes support for law/order and veterans while also demanding reduced government size/cost and limiting appropriations to constitutional obligations, so a budget no-vote cannot be classified as anti-platform merely from the program receiving funds; the budget rationale must be examined. This finding does not establish CAP's messaging was false, deceptive, coordinated with Idaho Liberty, or directed by . It establishes the specific framing technique and why full-bill context is necessary before using such messages as evidence of ideological alignment.
