Article IV-funded Conservative Accountability Project shares a Robert Jones leadership node with Idaho Liberty PAC

A new crossline connects Article IV's Idaho grantmaking to the previously tracked Little/Idaho Victory/Idaho Liberty political network through personnel rather than a proven money transfer between the two systems. Conservative Accountability Project Inc. (CAP), Boise, reports Robert Jones as president, Billie Jean Siddoway as treasurer and Guy Hurlbutt as secretary. Article IV reported a $25,000 general-support grant to CAP in FY2024; CAP reported $38,000 total FY2024 revenue, so the Article IV grant equaled about 65.8% of that year's reported revenue. Idaho Education News separately identifies Robert Jones as the registered chair of Idaho Liberty PAC and identifies Idaho Victory Fund as that PAC's dominant funder; its 2024 campaign-finance analysis reports Friends of Brad Little contributed $500,000 to Idaho Victory Fund in March 2023 and Idaho Victory Fund subsequently contributed $660,000 to Idaho Liberty PAC by the article's cutoff. GS Strategy Group's own current team page identifies a Boise-based Robert Jones as a partner specializing in messaging, positioning and political/independent-group strategy, while independent reporting based on Idaho business and Sunshine filings identifies the CAP/Idaho Liberty Robert Jones as that same GS Strategy partner. There is also documented activity overlap: CAP's own pages criticized Brian Lenney, Tammy Nichols and Glenneda Zuiderveld (and Dan Foreman), while Idaho Education News documented substantial Idaho Liberty PAC independent expenditures opposing Lenney, Nichols, Zuiderveld, Foreman and others in the 2024 primary. This establishes a substantial personnel and target-overlap crossline between the Article IV-funded CAP and the Idaho Victory/Idaho Liberty network. It does NOT establish that Article IV money entered Idaho Liberty PAC, that Friends of Brad Little or Gov. Little directed CAP, that CAP and Idaho Liberty coordinated their communications, or that Robert Jones acted on behalf of one entity while performing duties for another. The exact legal identity linkage across CAP, Idaho Liberty and GS Strategy is strongly corroborated by public reporting and matching Boise professional context but should remain labeled as reporting-supported until the underlying Idaho corporate and PAC registration records are directly captured in the research archive.
