Article IV-funded CAP and Victory-funded Idaho Liberty targeted several of the same Republican senators

A new retrospective crossline links two legally separate Idaho political-influence lanes at the level of targets and leadership names. Article IV's FY2024 grant records show a $25,000 general-support grant to Boise-based Conservative Accountability Project (CAP). CAP's FY2024 filing reports only $38,000 in total revenue and identifies Robert Jones as president. CAP's own issue-advocacy pages attack Brian Lenney, Tammy Nichols, Glenneda Zuiderveld and Dan Foreman using substantially identical claims that they voted against law enforcement, veterans and prisons, citing HB 222, HB 351 and SB 1150. Separately, Idaho Education News documents Idaho Liberty PAC—funded predominantly through Idaho Victory Fund—spending heavily to oppose those same four senators in the 2024 Republican primaries: Nichols, Lenney, Zuiderveld and Foreman were among its largest targets. Idaho Education News identifies Robert Jones as Idaho Liberty PAC's registered chair. GS Strategy Group's current team page lists a Robert Jones as a Boise-based partner/political strategist; secondary reporting citing Idaho Secretary of State corporate and campaign records reports that the CAP president, Idaho Liberty chair/treasurer and GS Strategy partner are the same individual and notes matching organizational/address details. That identity should still be primary-closed before publication because common names alone are insufficient. The finding can nevertheless be stated narrowly: Article IV directly funded CAP; CAP and Idaho Liberty independently targeted at least four of the same Republican senators with overlapping public-safety/budget messaging; and public records identify a Robert Jones in leadership of each organization, with strong secondary evidence they are one person. This does NOT establish Article IV funded Idaho Liberty, that CAP coordinated with Idaho Liberty, or that Article IV selected Idaho legislative targets. It does create a high-value question about how national reform-network money, Idaho business/PAC money and professional political strategy intersect around the same intra-Republican candidate targets.
