Proposition 1

For influence analysis, Idaho's 2024 Proposition 1 should be described precisely. The official Attorney General/Secretary of State summary states the measure would abolish Idaho's party primaries, place all candidates for covered offices on one top-four primary ballot, permit all voters to vote among all candidates regardless of party affiliation, and advance the four highest vote-getters to the general election. Candidates could list an affiliation but would not represent a political party and need not actually be associated with the party they name. Ranked-choice/instant-runoff voting would occur in the general election, not in a Republican primary. Under Idaho's current system, political parties control access to their own party primaries; the Idaho Secretary of State states party choice affects which primary a voter may participate in, and 2024 state turnout guidance said the Republican and other non-Democratic party primaries were closed to registered members while the Democratic primary was open. Therefore the structural effect of Proposition 1 would not have been 'Democrats voting in the Republican primary' in a technical sense, because the Republican primary would no longer exist. The more accurate institutional effect is that Republican Party members would lose their exclusive role in selecting a Republican nominee: all voters would help determine which four candidates advance, while candidates could use a party label without being that party's nominee. This could change candidate incentives, coalition-building and the composition of the general-election field. The record does not by itself establish that sponsors or funders intended to weaken one party, shift ideology, or engineer a specific factional outcome; such motive claims require statements, strategy documents, communications or other evidence beyond the reform's structural consequences.
