Sixteen Thirty Fund’s 2024 Schedule I reported a $600,000 grant to Welcoming Neighbors Network. Gem State Housing Alliance’s own history says the Idaho group applied for and won a Welcoming Neighbors Network grant, then hired staff, conducted a listening tour with more than 150 people across Idaho and developed a policy agenda for Idaho cities. Former Idaho state Sen. Ali Rabe is the founding executive director; contemporaneous reporting and Rabe’s own public statement say she led the launch and the statewide listening process.
