Hopewell→Global Impact→GISWF→Western Futures creates a documented multi-hop route to Idaho advocacy and election nodes

A new multi-hop organizational funding chain reaches several Idaho advocacy/electoral nodes through Global Impact structures. IRS-derived data show Hopewell Fund gave Global Impact (501(c)(3), EIN 52-1273585) $19.5 million across four grants from 2020-2024. Global Impact in turn granted Global Impact Social Welfare Foundation/Fund (501(c)(4), EIN 92-0652730) at least $22.3 million across 2022-2023; newer IRS-derived data including FY2024 put Global Impact’s cumulative grants to GISWF at about $28.1 million across three grants, making Global Impact GISWF’s largest identified funder. GISWF then granted Western Futures Fund $3.0 million across two grants in 2022-2023. Western Futures Fund separately funded multiple Idaho or Idaho-linked nodes, including Votes Idaho ($562,000 across 2022-2024), Way Back PAC ($200,000 across 2022-2024), Conservation Voters for Idaho ($145,000 in 2023), and Idahoans United for Women and Families ($60,000 in 2024). Way Back PAC separately contributed $250,000 to Idahoans for Open Primaries in 2024. This establishes a real sequence of organization-to-organization funding relationships: Hopewell→Global Impact c3→GISWF c4→Western Futures Fund→multiple Idaho nodes, with a further Way Back→IFO branch. It does NOT establish that Hopewell grant dollars were passed through unchanged to GISWF, Western Futures, Way Back, Votes Idaho, or Idahoans for Open Primaries. Each organization pools funds, and no earmarking document currently ties a specific upstream Hopewell dollar to an Idaho expenditure. Foundation to Promote Open Society’s separate funding of Hopewell likewise cannot be traced down this chain absent earmarking evidence.
