Two distinct Open Society institutional routes reach organizations elsewhere in the Idaho network

The Open Society layer now resolves into two distinct legal/institutional routes that must not be collapsed. Route A: Foundation to Promote Open Society (a separate Open Society philanthropic entity already documented elsewhere) gave Hopewell Fund approximately $28.3M across 13 grants from 2020-2024; Hopewell then funded Unite America Institute, Article IV, The Fairness Project, New Venture Fund, Sixteen Thirty Fund, and Global Impact, all of which sit on separately documented routes into Idaho advocacy/election networks. Route B: Open Society Policy Center Inc. (EIN 52-2028955), a separate 501(c)(4)-type advocacy entity, gave Sixteen Thirty Fund $68.2M across 46 grants from 2020-2024 and Our American Future Action $34.4M across two grants in 2023-2024. Sixteen Thirty Fund independently funded Western Futures Fund and multiple Idaho organizations; Our American Future Action independently granted $1.405M to Article IV and $1.75M to The Fairness Project in FY2023. Article IV later directly funded Idahoans for Open Primaries and other Idaho PAC activity; The Fairness Project had earlier supported Idaho’s 2018 Medicaid campaign. These are documented organization-to-organization relationships. They do NOT establish that Open Society Policy Center or Foundation to Promote Open Society earmarked funds for Idaho, that George Soros personally funded Reclaim/Idaho Solutions, or that the same upstream dollars can be traced through pooled entities into a particular Idaho expenditure.
