Recorded status: PRIMARY organizational rosters verify processor overlap. No direct IDA membership in IACI, common governance or control established from the sources reviewed.

Current organizational rosters show a structural overlap between IACI's corporate-policy network and Idaho's dairy economy. IACI's current board includes representatives from Chobani Idaho, Glanbia Nutritionals, Lactalis American Group and J.R. Simplot, among many other large employers. Idaho Dairymen's Association's current dairy-processor roster separately lists Chobani, Glanbia, Lactalis, Idaho Milk Products and other major processors operating in Idaho. This does not prove the Idaho Dairymen's Association itself is an IACI member or that IACI directs IDA. It does establish that several major companies in the dairy processing value chain sit directly inside IACI's policy/governance network while IDA represents dairy producers and advocates before Idaho agencies and the Legislature. In the wider investigation, this makes IACI and IDA better understood as overlapping but distinct layers of the same agribusiness-policy ecosystem: IACI aggregates large corporate/employer interests, while IDA focuses specifically on dairy producers and industry regulation/labor/policy. This overlap is especially relevant when the two organizations' PAC ecosystems support some of the same Idaho candidates.
