Park Foundation's official team page lists Jay R. Halfon as secretary/treasurer and a trustee. One Earth lists Jay Halfon as a board member and describes his nonprofit-law practice, climate campaign advisory work, founding board role at 350, and Park Foundation service. Together these sources support a personnel connection to philanthropy and international climate advocacy. One Earth's same board page lists Tenzin Seldon and describes her as a World Economic Forum Global Shaper. This is an indirect association: Halfon and a person with a stated WEF affiliation share a board. It is not evidence that Halfon or Toolbox belongs to WEF, that WEF funds Toolbox, or that WEF directs Idaho spending. The underlying WEF designation has not been separately confirmed against a WEF roster. Officer titles identify formal responsibility but do not establish who selected particular Toolbox recipients. No grant agreement, board authorization, donor instruction, or Idaho earmark was located in this review.
