Halfon as president and Pamela Gilbert as treasurer/secretary; its leadership information was last updated in 2022, so it is not independently verified as a current roster. Park Foundation's official team page lists Jay R. Halfon as secretary/treasurer and a trustee. One Earth lists Jay Halfon as a board member and describes his nonprofit-law practice, climate campaign advisory work, founding board role at 350, and Park Foundation service. Together these sources support a personnel connection to philanthropy and international climate advocacy. One Earth's same board page lists Tenzin Seldon and describes her as a World Economic Forum Global Shaper. This is an indirect association: Halfon and a person with a stated WEF affiliation share a board. It is not evidence that Halfon or Toolbox belongs to WEF, that WEF funds Toolbox, or that WEF directs Idaho spending. The underlying WEF designation has not been separately confirmed against a WEF roster. Officer titles identify formal responsibility but do not establish who selected particular Toolbox recipients.
