Connection research · 2026-09-15Documented Western Futures→Western States Strategies→Democracy Program→Defend & Protect chain

Recorded status: Verified multi-hop organizational funding relationships. Specific-dollar tracing/earmarking is not established.

A multi-hop organizational funding path is documented across filings. Western Futures Fund granted Western State(s) Strategies $13,500 in 2022 and $10,000 in 2024 (aggregate about $23,500; grant databases round to about $24,000). Western States Strategies, EIN 93-1316666, is a Portland 501(c)(4) affiliated with Western States Center and is also known as Western State Strategies. The Democracy Program Political Fund, a 527 whose stated purpose is 'to influence elections,' reports Western States Strategies as a contributor totaling $24,950. Its reporting shows $4,950 of contributions in 2025 and $20,000 in 2026 Q1/Q2-era records attributable in aggregate to Western States Strategies. The Democracy Program Political Fund then reports $27,000 total expenditures to Defend and Protect Idaho in 2026 (including $22,000 in Q2). This establishes a real sequence of organization-to-organization financial relationships: Western Futures→Western States Strategies→The Democracy Program Political Fund→Defend and Protect Idaho. Because each organization pools funds, the evidence does NOT establish that the specific dollars received from Western Futures were the same dollars later passed to the Democracy Program Political Fund or Idaho.
