Retrospective alignment pass 1: prior IdahoCabal branches separate into distinct policy-direction and economic-interest lanes

First retrospective alignment pass under the standing methodology shows several issue-specific patterns that are stronger than generic party labels. (1) Election structure: the 2024 Idahoans for Open Primaries/Prop 1 branch, funded heavily by Article IV, Unite America and Way Back PAC, sought to abolish party primaries and replace them with a top-four primary plus ranked-choice general election. That structure directly conflicts with the current 2026 Idaho Republican Party platform, which states Republican primaries should be limited to people affiliated as Republicans for at least one year who support a vast majority of the platform and separately opposes ranked-choice voting. The current Idaho Democratic platform does not expressly endorse ranked-choice voting, so classify this as direct GOP-platform divergence, not automatically as a Democratic-platform plank. (2) Education finance: Reclaim Idaho and Save Our Schools Idaho explicitly oppose Idaho's private-school tax-credit/voucher program and its expansion. The current Idaho Democratic platform explicitly says public dollars should remain in public schools and opposes nonpublic-school vouchers, while the current Idaho GOP platform explicitly supports money following students to parental school choice, including private/parochial options and education savings accounts. This branch therefore matches the Democratic platform and conflicts with the Republican platform on this issue. (3) Reproductive policy: Western Futures Fund gave Idahoans United for Women and Families $60,000 general-purpose support in FY2024; Idahoans United sponsors the 2026 Reproductive Freedom and Privacy Act and advocates restoring reproductive-health access. The Democratic platform explicitly supports legal abortion, contraception and IVF; the GOP platform states personhood begins at fertilization, calls abortion murder, supports criminalization of abortion and opposes public funding to abortion providers. This is a clear issue-level directional split. (4) Medicaid/healthcare: Reclaim Idaho led the successful 2018 Medicaid-expansion initiative and continues defending expansion; Idaho Solutions in April 2026 organized 'Our Healthcare, Our Votes' events tied to the May Republican primary and candidate positions on Medicaid-expansion repeal. The Democratic platform explicitly calls for protecting Medicaid. The current GOP platform does not contain a specific Medicaid-expansion plank in the searchable text, though it favors private-enterprise healthcare and repeal of the ACA; therefore classify the Medicaid lane as explicit Democratic-platform overlap but not yet a direct GOP-platform contradiction without a more specific GOP rule/resolution. (5) Dairy/immigration labor: Idaho Dairymen's Association states about 90% of on-dairy jobs are filled by foreign-born labor, advocates legal status for existing agricultural workers and a year-round worker-visa program, and says it opposed 2026 E-Verify/private-employer penalty proposals. The current GOP platform contains no searchable immigration/E-Verify plank, so do not classify this lane as GOP/Democratic platform alignment from the platform alone. It is instead a documented industry economic-interest lane seeking stable labor supply; next audit should quantify wage, housing, public-service, subsidy/tax and ownership effects. (6) Chenele Dixon/Idaho Solutions/Common Ground sits at the intersection of several of these lanes—primary-system reform, public-education advocacy, Medicaid-primary programming and the dairy/Unity/CCI workforce network—but current evidence still does not establish a direct WFF/Sixteen Thirty grant to Idaho Solutions or prove deceptive intent. Candidate-level voting/platform audit is required before any broader conclusion.
