The data-center policy fight is a strong example of the IdahoCabal concentrated-benefit audit because IACI's member representation, lobbying position, tax policy and cost-shift mechanism can be identified directly. IACI's current board includes a Meta public-policy manager and Micron's director of U.S. government affairs. Idaho's data-center incentive exempts qualifying facilities from sales/use tax on eligible equipment and construction materials if they invest at least $250M and create/maintain at least 30 qualifying jobs; Idaho Commerce promotes the exemption as an economic-development incentive. In 2023, legislators sought to prevent qualifying data centers from simultaneously benefiting from the sales-tax exemption while having their property-tax increment captured in an urban-renewal revenue-allocation area rather than flowing immediately to ordinary taxing districts. The official bill statement for HB159 said the intent was to prevent data-center property taxes from being diverted from taxing districts that provide services and said the measure would provide property-tax relief if a qualifying data center located in a taxpayer's district. Idaho Reports documented IACI Vice President John Eaton testifying against the proposal in the Meta/Kuna dispute; the later HB328 version passed overwhelmingly and was signed. In 2026, legislators again attempted to narrow data-center tax benefits and prevent cost shifts. H897's official-derived statement of purpose would limit the sales-tax exemption, modify the large-capital-investment property-tax abatement 'to prevent a tax shift,' require annual reporting of sales-tax revenue forgone, and require periodic analysis of data-center impacts on electricity and water. BoiseDev reported that IACI's Alex LaBeau, whose group represents both Meta and Micron, called reform of the $400M property-tax valuation cap a 'poison pill'; LaBeau said Micron had not been at the table for that provision, and he described a 'handshake agreement' with IACI and legislators that future changes would be addressed. The same report says LaBeau discussed potentially moving the effective date of the data-center tax reform to accommodate a prospective Raft River project by California-based . BoiseDev further reports that the current $1B-investment/$400M-value property-tax cap has shifted Micron's property-tax burden to homeowners and other businesses and that Meta could eventually qualify for the same cap in addition to the sales-tax exemption. The reform died in 2026, leaving the existing tax benefits in place for at least another year. This is not proof of corruption or that alone caused the bill's failure; and local-government proponents argue incentives attract large capital investment, build industrial tax base, and support economic development. It is, however, a concrete case where advocated positions protecting tax treatment valuable to current member companies and potential large projects while legislators explicitly described the reform as preventing tax shifts and recapturing forgone public revenue. It should be quantified next: tax revenue forgone, jobs created, capital invested, utility/water infrastructure costs, and property-tax distribution before/after the exemptions.
