Idaho LAUNCH is a useful counterbalance to the data-center tax case because it shows that business-aligned public spending can create both concentrated employer benefits and documented broad benefits. Governor Little's 2023 materials explicitly framed LAUNCH as a response to employers' skilled-worker shortage: grants cover 80% of approved education/training costs up to $8,000 for Idaho high-school graduates pursuing in-demand careers, with roughly $75M available annually for 9,000–10,000 awards.
