This is consistent with the earlier Idaho dairy/CCI pass-forward, which explicitly classified any direct Ruano employment, board, contract, or formal referral relationship with Community Council of Idaho / Familias Unidas as UNPROVEN. Ruano remains independently documented as an Idaho immigration/criminal-defense attorney and as a director/signatory of Idaho Values First Foundation in the March 12, 2025 reinstatement filing; secondary 2026 reporting also identifies him as Idaho Values First's registered lobbyist.
