A post-trial federal filing, expressly citing government exhibits admitted at trial and witness testimony, reconstructs the Tennessee scheme. Cade Cothren created Phoenix Solutions and operated through the fabricated identity “Matthew Phoenix,” including a fraudulent W-9. His girlfriend posed in email as another invented employee. Glen Casada and Robin Smith used their positions and access to recruit legislators and pressure legislative fiscal officials when invoices stalled. The participants routed state payments through Smith’s and Casada’s consulting companies to Cothren-controlled accounts, after which Cothren kicked back portions. Trial witnesses said knowledge of Cothren’s role or the legislators’ hidden profit would have changed their approval or vendor decisions. The same company then used its state-funded foothold to obtain approximately $159,496.48 in caucus and campaign work. This is stronger than an indictment allegation because the government’s post-trial description identifies admitted exhibits and trial testimony, and convictions remained after partial Rule 29 acquittals.
