Unite America’s c3, c4 and PAC layers all independently touch the Idaho Open Primaries ecosystem

Unite America’s own current strategy describes a deliberately integrated investment model spanning 501(c)(3), 501(c)(4), and PAC giving. It says Unite America invests in state campaigns, national partners and infrastructure; builds political/public/ecosystem power; funds and connects partners; advises grantees on strategies/campaigns/programs; makes network connections; and provides shared messaging, polling and other infrastructure. Separate records now show all three legal layers touching the Idaho Open Primaries ecosystem: (1) Unite America Institute (c3) funded MWEG Foundation, Open Primaries Education Fund, Veterans for Political Innovation/Veterans for All Voters and RepresentUs Education Fund, all organizations with separately documented Idaho coalition/partner/activity links; (2) Unite America Inc (c4) funded Open Primaries Inc ($340K in 2023 for public support for open/nonpartisan primaries), RepresentUs ($300K in 2023 for final-four/RCV work), and FairVote Action Fund (including FY2024 $260,866), each separately documented as supporting/partnering with or mobilizing around Idaho Prop 1; and (3) Unite America PAC directly contributed to Idaho political committees, including Idahoans for Open Primaries and a reported $100K to Veterans for Idaho Voters. This establishes a multi-layer national funding/support architecture around organizations active in the same Idaho reform effort. It does NOT establish that Unite America centrally controlled the Idaho campaign, that its general strategic-advice/shared-resource model was necessarily provided to Reclaim or IFO in a particular form, or that any c3/c4/PAC dollars were interchangeable or earmarked across legal entities.
