Sixteen Thirty requires written applications and interim/final grant reports while Arabella provides administrative/compliance services

Sixteen Thirty Fund's FY2024 Form 990 materially clarifies the upstream Sixteen Thirty→Western Futures relationship. Schedule I says Sixteen Thirty generally requires a written grant application stating the proposed use of funds, reviews and evaluates the application before issuing a grant, and requires interim and final reporting to confirm funds were used for the specified purpose. The same 2024 filing reports a $2,750,000 grant to Western Futures Fund for 'civil rights, social action, advocacy.' Schedule O separately states that Sixteen Thirty contracted with Arabella Advisors under an administrative agreement to provide business and administrative services, including systems/services for federal, state and local compliance, HR, payroll and other administrative functions. This establishes that Sixteen Thirty's grantmaking model includes stated-purpose review and post-grant reporting, and that WFF's 2024 $2.75M grant falls within that general oversight system. It also establishes continuing Arabella administrative infrastructure at Sixteen Thirty in FY2024. It does NOT establish that Sixteen Thirty or Arabella selected WFF's Idaho grantees, Way Back's Idaho PAC recipients, individual Idaho candidates, vendors or messages; nor does the generic Schedule I language reveal WFF's actual application, grant letter, interim reports or final report to Sixteen Thirty. Those documents are now high-value targets.
