Western Futures Fund’s dependence on a small number of large institutional grants is quantitatively significant. WFF’s FY2022 filing reports total revenue of $3,427,856. Sixteen Thirty Fund’s reported 2022 grant to WFF was $2,225,000, equal to approximately 64.9% of WFF’s total reported revenue for that year. In FY2024, WFF reported $8,735,000 total revenue; grants received included $2,750,000 from Sixteen Thirty Fund and $1,780,000 from New Venture Fund. Those two grants total $4,530,000, approximately 51.9% of WFF’s FY2024 revenue; Sixteen Thirty alone represented approximately 31.5%. These figures establish high donor concentration and make Sixteen Thirty especially important to WFF’s launch-period funding. They do NOT establish ownership, parent/subsidiary status, donor control over WFF governance, or that those upstream dollars financed a particular WFF PAC grant, Idaho grant, Way Back payment or other downstream expenditure. Grant restrictions/purposes and pooled funds remain controlling limitations.
