Wyatt Prescott: verified company, cattle lobbying and the Laurie Lickley–Rock Creek connection

Idaho SOS business search identifies PRESCOTT CATTLE AND CONSULTING, LLC, entity 502552, initially filed April 29, 2016, currently Active-Existing, registered agent Wyatt Prescott. Its history lists administrative dissolution July 13, 2023 followed by a reinstatement application July 19, 2023 and annual reports in 2024, 2025 and April 8, 2026. The current status is active; the brief historical interruption is not evidence of misconduct. A registered-agent listing alone is not an ownership percentage disclosure. A Wyoming Livestock Roundup report dated October 3, 2020 expressly describes Prescott Cattle and Consulting as Wyatt's company and says it contracted with the University of Idaho for day-to-day cattle operations at Rinker Rock Creek Ranch, including crews and equipment. The contract amount, procurement method, renewals and university payments have not been retrieved. It credits Laurie Lickley, former association president, with helping persuade legislators and the university about the partnership. A September 9, 2016 AgInfo interview quotes Lickley describing Prescott's university contract and the association retaining him for lobbying after his departure as executive director. The official 2018 lobbyist/employer list corroborates Wyatt Roan Prescott representing Idaho Cattle Association, registered January 8, 2018, for executive and legislative lobbying. The previously transcribed official WinAg ledger sums to $17,333.68 in independent spending supporting Laurie Lickley in 2024. Wyatt is WinAg's chairman and treasurer. This establishes a professional relationship and subsequent PAC electoral support; it does not prove an exchange of favors or candidate coordination. The ranch partnership includes the University of Idaho, The Nature Conservancy and Wood River Land Trust. This is a project-level connection to conservation organizations, not proof those groups funded WinAg or paid Prescott directly. Ownership distinction: WinAg lists a $5,000 vendor named Prescott Consulting in 2024. The state company record and reporting strengthen a possible identity match, but no invoice, payee tax identifier or vendor address comparison has established that this shortened payee name means Prescott Cattle and Consulting LLC. Do not convert this into a confirmed personal payment. A current public lobbyist search for Prescott returned no entries. The 2018 King Ranch Institute web biography gives a cattle-association start year of 2010 but uses an apparently stale current-role description, inconsistent with the contemporaneous 2016 departure report; do not infer he remained executive through 2018.
