2021 Soros-funded OSPC → Sixteen Thirty → CVI chain coincided with direct Idaho legislative-policy advocacy

A same-year 2021 institutional chain now directly connects George Soros-funded Open Society Policy Center to a national funder that gave money to an Idaho organization actively engaged in Idaho legislative-policy advocacy. Open Society's own historical annual report describes Open Society Policy Center (OSPC) as a nonpartisan 501(c)(4) public-policy organization 'funded directly by George Soros.' OSPC's primary 2021 Form 990 Schedule I lists eighteen separate grants to Sixteen Thirty Fund totaling $23.78 million. Seventeen of those grants are labeled 'support policy advocacy'; one $725,000 grant is labeled 'to work towards building a reflective democracy.' Sixteen Thirty Fund's primary 2021 Form 990 Schedule I, in turn, reports a $60,000 grant to Conservation Voters for Idaho Inc. for 'civil rights, social action, advocacy.' CVI's own contemporaneous 2021 materials show it directly engaging Idaho legislative policy: opposing SB 1110's proposed ballot-initiative signature requirements; discussing HB 255 voter-ID changes and other election-law bills; and advocating on state/local clean-energy policy. CVI also describes itself as a statewide 501(c)(4) that creates the political environment for its policy goals and says it directly influences election outcomes through endorsements and candidate support. This establishes a documented funding-and-activity chain: Soros-funded OSPC → Sixteen Thirty Fund → CVI, with CVI simultaneously active on Idaho legislative policy and elections. It does NOT establish that any particular OSPC dollar was earmarked for CVI, that the Sixteen Thirty $60,000 grant paid for a specific bill campaign, or that George Soros personally selected or directed CVI's Idaho legislative positions. The intermediaries pool funds, so same-dollar tracing requires an earmark or grant restriction not currently found.
