Primary FCC records for Idaho Values First's April 2026 media buy identify Rolando Ruano, Judy Ellis and Cheryl Miller as governing persons. Take Back Idaho's current official website independently lists Cheryl Miller as a member of its board of directors. A published Republicans for Open Primaries membership list identifies Cheryl Miller as a 'long-time Ada County Republican stalwart.' Take Back Idaho board member Bruce Newcomb was the treasurer of Idahoans for Open Primaries and publicly wrote that Proposition 1 originated in a dinner conversation involving himself, his wife, Zeke Johnson and AnnMarie Johnson. Idahoans for Open Primaries formally included Reclaim Idaho in its coalition. This establishes a multi-hop personnel/coalition chain from Idaho Values First through Cheryl Miller to Take Back Idaho and the Open Primaries political orbit. It does not establish that Idaho Values First participated in Proposition 1, that Cheryl Miller acted on behalf of Idaho Values First in the Open Primaries effort, or that Take Back Idaho/Reclaim/Idaho Values First were under common control.
