Two separately organized business-funded PAC lanes converged heavily on Guthrie in 2026

The 2026 Guthrie race provides a stronger current example of business-funded election influence operating through two legally separate PAC lanes. Transparency USA's current Idaho Victory Fund aggregation reports approximately $703,007 in contributions and $1.103M in expenditures, including $615,000 paid to Idaho Liberty PAC. Major Victory Fund contributors include St. Luke's Health Plan ($50K), Micron Technology ($25K), Idaho Power ($20K), Idaho Automobile Dealers Autopac ($30K), ICULAC ($50K) and others. Idaho Liberty PAC's current aggregation shows $615,000 in contributions and about $608,064 in expenditures. Idaho Education News reports Idaho Liberty is funded almost entirely by Idaho Victory Fund and says its 2026 top priority was re-electing Jim Guthrie, on whom it spent about $110,041 in support. Separately, IACI's Idaho Prosperity Fund—funded by J.R. Simplot, Idaho Realtors PAC, Blue Cross of Idaho, Idaho Power, Micron, Idaho Dairy Industry PAC, PacificSource and other business interests—spent $72,392 supporting Guthrie according to contemporaneous reporting. Thus two separate business-supported PAC systems, Idaho Victory→Idaho Liberty and IACI-member/business→Idaho Prosperity Fund, independently converged with substantial spending on the same Senate candidate. Idaho Power and Micron are directly visible as contributors in both upstream PAC lanes; St. Luke's Health Plan is a major Victory donor while St. Luke's Health System is represented in IACI leadership/testimonials. This candidate-level convergence is factual and important, but no evidence currently proves the two PAC lanes coordinated candidate strategy or shared funds. The policy audit is therefore the next step: identify the business issues on which Guthrie exercised decisive committee/floor authority and compare outcomes with the interests of the companies financing each lane.
