WFF and Sixteen Thirty both funded CaPA Education Fund before CaPA made a direct Idaho conservation-education grant
Recorded status: IRS/primary records verify WFF→CaPA Ed $500K, 1630→CaPA Ed $1.05M, CaPA Ed→CaPA $8.169M and CaPA→CVIEF $60K. Same-dollar tracing and Idaho donor selection remain unproved.
This is a dated research record. Its qualifications and open questions are part of the account. Association alone does not establish wrongdoing or control.
A same-year 2024 multi-entity funding route now connects both Western Futures Fund and Sixteen Thirty Fund to the Clean and Prosperous America structure, which separately made a direct Idaho grant. Western Futures Fund's FY2024 grant records report a $500,000 general-purpose grant to Clean and Prosperous America Education Fund (EIN 93-2263138). Sixteen Thirty Fund's primary FY2024 Schedule I separately reports $1,050,000 to the same Education Fund. The Education Fund's own FY2024 filing reports $8,437,753 in contributions/revenue and one major grant of $8,168,977 in general support to Clean and Prosperous America (CaPA). CaPA's own FY2024 grant records then report $60,000 to Conservation Voters for Idaho Education Fund. Separately, CaPA publicly states that in its Strategic Grassroots Empowerment Fund, 'in most instances' donors selected the geographies and other investment criteria while CaPA guided donors toward organizations fitting those criteria. This establishes an organizational architecture in which WFF and Sixteen Thirty both funded CaPA's c3 Education Fund; that c3 made a very large general-support grant to the affiliated/related CaPA grantmaker; and CaPA directly funded an Idaho voter/civic-education organization. It does NOT establish that WFF's $500K or Sixteen Thirty's $1.05M was the same money later included in CaPA's $60K Idaho grant, that either WFF or Sixteen Thirty selected Idaho as the geography, or that they dictated CVIEF's programs. The public donor-geography statement proves that some CaPA donors can select geography/criteria at the portfolio level, but not which donor sponsored the Idaho grant.
