Toolbox (EIN 88-3259830), based in Arlington, Virginia, is a Section 527 political organization rather than a 501(c)(4), making its contributors and expenditures materially more transparent. ProPublica’s IRS Form 8872-derived 527 Explorer states Toolbox’s purpose as “To support grassroots organizations and projects to advance democracy,” lists Jay R. Halfon as president and Pamela Gilbert as treasurer and secretary (leadership last updated 2022), and reports approximately $11 million in all-time contributions and $9.4 million in all-time expenditures. Its aggregated largest recipients list Way Back PAC at approximately $1.17 million all-time. Top aggregated contributors include Liam Drury-Wang approximately $1.22 million, Peter Gill Case approximately $1.2 million and Clayton Rockefeller approximately $960,000. Toolbox’s 2026 Q2 report alone shows $345,000 to Way Back PAC during Apr. 1–Jun. 30, 2026. A current FEC-bulk aggregation separately shows Toolbox receipts into Way Back totaling $650,000 across two 2025-26 receipts as of June 30, 2026. This creates a comparatively transparent upstream route into the PAC that then funded multiple Idaho committees. It does NOT establish that any named Toolbox contributor earmarked money for Idaho, that Toolbox directed Way Back’s Idaho recipients, or that the $345,000 Q2 Toolbox expenditure is traceable into a specific Idaho PAC payment. Identity firewall: do not merge this 527 Toolbox with “Toolbox Foundation,” “Toolbox Holdings,” or a family foundation based on name similarity or secondary descriptions absent a primary legal/organizational link.
