A historical IACI tax campaign provides a clean example of the concentrated-benefit-versus-cost-shift framework, although the final policy was a broad compromise rather than IACI's original proposal. In 2013 IACI pushed a phased full repeal of Idaho's business personal property tax, which applies to business equipment/furnishings. Contemporary reporting put IACI's full-repeal proposal at roughly $120 million; public schools alone received an estimated $38.6 million from the tax, and counties/local governments warned that repeal could reduce services or shift tax burdens. The Legislature ultimately rejected the full IACI approach and enacted HB 315, a compromise developed by the Idaho Association of Counties and supported by cities and education groups. HB 315 created a $100,000 per-taxpayer/per-county exemption and an exemption for newly purchased items costing $3,000 or less. State Tax Commission materials describe the direct effect as about $20 million of business property-tax relief, with the state reimbursing local governments/taxing districts through dedicated sales-tax distributions at the 2013 level; the item-level exemption was not reimbursed. The governor's Division of Financial Management likewise said the state would reimburse local governments for the estimated $20M reduction through annual sales-tax distributions. This is a concrete fiscal-transfer mechanism: businesses received reduced property-tax liability, while replacement costs moved to state sales-tax revenue rather than disappearing. But the final law had broad bipartisan support and support from county/school organizations because it included replacement revenue and administrative simplification, which is important counterevidence against characterizing the enacted compromise simply as corporate capture. The audit value is historical continuity: IACI has long made business tax burden reduction a top legislative objective, and the public-cost question can be quantified by tracking which taxes were reduced, what replacement revenue source was used, which taxpayers benefited, and whether local governments or other taxpayers bore later marginal costs.
