Open Primaries’ 501(c)(4), Open Primaries Inc. (EIN 47-1494685), received a $340,000 FY2023 grant from Unite America Inc. (the separate 501(c)(4), EIN 82-1106814). IRS-derived records reproduce the Unite grant purpose as “TO BUILD PUBLIC SUPPORT FOR OPEN OR NONPARTISAN PRIMARIES.” Open Primaries’ official Idaho page lists Reclaim Idaho and Idahoans for Open Primaries as its Idaho state partners. Open Primaries’ own research page also lists a declaration by Senior Vice President Jeremy Gruber in support of Idahoans for Open Primaries in Idaho Supreme Court litigation. This creates a documented c4-to-c4 national funding route into an organization publicly partnering/supporting the Idaho Reclaim/IFO campaign, separate from the previously saved Unite America Institute→Open Primaries Education Fund c3 route. Open Primaries Inc.’s FY2023 filing also reports a $21,000 grant from Article IV. The evidence does NOT establish that Unite America Inc.’s $340K or Article IV’s $21K was earmarked for Idaho, transferred to Reclaim/IFO, or spent on Idaho activity.
