Impetus sent Sixteen Thirty $7.7M from an accumulated asset pool whose original contributors are not public

Impetus Fund provides a concrete example of legally nonpublic original-source money entering Sixteen Thirty Fund from an accumulated 501(c)(4) asset pool. Impetus Fund’s public Form 990 for the tax year July 1, 2024 through June 30, 2025 reports only $508,582 in current-year contributions, $748,916 total revenue, and $15,185,025 in beginning-of-year net assets. It then reports $9,891,600 in grants paid, including a $7,700,000 cash grant to Sixteen Thirty Fund for civil rights, social action and advocacy. Because current-year contributions were only $508,582, the $7.7M Sixteen Thirty grant necessarily depended heavily on preexisting assets rather than solely on new contributions received that year. The public Schedule B discloses contribution amounts of $310,000 and $198,582 but omits the contributor names and addresses in the public disclosure copy. Thus the public record identifies Impetus as the legal grantor to Sixteen Thirty but does not reveal the original persons behind the contribution pool that built Impetus’s accumulated assets. The same filing states that Impetus contracted with Arabella Advisors (now Vital Impact) for administrative support, accounting and compliance and paid $213,371 for those services during the year. This is a valid provenance-opacity finding: the legal transfer Impetus→Sixteen Thirty is primary verified, while the original donor identities behind Impetus’s asset pool are nonpublic in the public return. It is NOT evidence that the funds were illegal, laundered, earmarked for Idaho, or that any anonymous donor directed Sixteen Thirty’s Idaho grants. Asset fungibility also prevents identifying which historical contribution financed the $7.7M grant without internal restrictions/ledger records.
