Dairy PAC explicitly targets Republican primaries to advance dairy-industry political interests

Primary Idaho Dairymen's Association material makes the PAC's strategy unusually explicit and substantially sharpens this branch. In its Q1 2022 Idaho Dairy Focus, IDA explained that because Idaho is dominated by the Republican Party, the May Republican primary is the decisive election in most legislative districts; it noted that many November races are effectively uncontested. The same publication says IDI-PAC was formed by dairy producers, processors and allied industry to provide a 'strong, united voice to advance the political interests of the Idaho dairy industry.' It says the PAC identifies and supports candidates whose positions align with dairy interests; opposes candidates, ballot measures and petition drives whose philosophies are contrary to dairy interests; develops dairy-industry leadership through service on committees and in state/county/local leadership roles; and financially supports candidates for elected and appointed offices. A second 2022 post-primary IDA publication says the PAC entered contested races with a goal of supporting people who had demonstrated support for the dairy industry and evaluated new candidates partly by prior local-government activity affecting dairy. Current 2026 materials continue the same theme, saying the PAC is highly engaged in supporting candidates who support agriculture and describing the 2026 election as particularly critical because of workforce/E-Verify, water infrastructure and related industry concerns. This is direct evidence of intentional, lawful intra-Republican electoral influence by an industry association: it seeks to use the electorally decisive Republican primary to select officeholders aligned with the industry's interests. That is not evidence of corruption, deception or an anti-Idaho motive; trade-association PACs commonly advocate for their sectors, and dairy economic health can also benefit workers, suppliers, communities and tax bases. But it is a textbook case for the standing IdahoCabal audit: when dairy-supported candidates prevail, trace the subsequent law/regulation and measure whether benefits are broadly distributed or concentrated in the industry while costs/risks shift elsewhere. The existing E-Verify branch supplies one such test, while mixed votes by endorsed lawmakers show the PAC does not simply control its endorsees.
