WinAg, dairy PAC and Naerebout: money, electoral cooperation and immigration-policy interests

WinAg's official records disclose Idaho Dairy Industry PAC contributions of $8,000 in 2022, $30,000 on April 29, 2024, and $20,000 on May 4, 2026: $58,000 across the reviewed legacy and current records. This is a direct financial connection. The Idaho Dairymen's Association Summer 2026 newsletter goes further: its PAC discussion explicitly describes working with WinAg in Districts 24, 25 and 28. It places those races in the context of E-Verify legislation and dairy's workforce concerns. Its reported PAC fundraising and spending figures are approximately $205,000 and $192,000; these are the newsletter's own rounded figures, not an independent reconciliation of all filings. WinAg's 2026 candidate-allocated spending includes support for Jim Guthrie ($9,142.36), opposition to David Worley ($3,735.30), support for Brent Reinke ($559.51), and opposition to Glenneda Zuiderveld ($8,378.61). Separate support and opposition lines should not be merged into direct candidate contributions. Independent expenditure also does not establish coordination with candidates. Four-step organizational route: WinAg receives dairy PAC money; the PAC's activity is described in IDA's own publication; IDA identifies Bob Naerebout as government affairs director; his official biography lists executive-committee roles with the National Council of Agricultural Employers and Agriculture Coalition for Immigration Reform. These are policy and professional links, not evidence of personal enrichment. IDA identifies Rick Naerebout as CEO. The Summer 2026 publication describes joint staff management with Western States Dairy Federation, with separate organizations and retained IDA board control; it reports that WSDF compensates IDA for staff services. This is a concrete organizational financial benefit described by IDA. It does not show that WinAg paid Bob or Rick personally. The same newsletter reports dairy PAC endorsements/contributions for Governor Brad Little and other statewide officials, while saying it made no statewide independent expenditures. Thus the dairy coalition connects WinAg and Little, but that does not itself establish a WinAg-to-Little payment, Little's control of WinAg, or a personal financial benefit to him.
