Toolbox is a disclosed 527 funding route into Way Back PAC with identifiable individual contributors

Toolbox, an Arlington, Virginia Section 527 political organization (EIN 88-3259830), is now a separately identifiable upstream Way Back PAC funding branch. ProPublica’s IRS Form 8872-based 527 Explorer reports Toolbox’s stated purpose as supporting grassroots organizations and projects to advance democracy, identifies Jay R. Halfon as president and Pamela Gilbert as treasurer/secretary, and reports approximately $11 million in all-time contributions and $9.4 million in all-time expenditures. Way Back PAC is Toolbox’s largest all-time reported recipient at approximately $1.17 million. For the April–June 2026 quarter alone, Toolbox reported approximately $1.9 million in contributions and $1.8 million in expenditures, with Way Back PAC its largest recipient at $345,000; the largest contributors displayed for that quarter are Liam Drury Wang ($600,000), Alejandro Foung ($200,000) and Alida Messinger ($200,000). Separately, current FEC-bulk-derived Way Back reporting lists Toolbox at $650,000 across two receipts during the displayed 2025–2026 cycle, reflecting a broader/later reporting window than the Q2 Toolbox filing alone. This makes Toolbox materially different from donor-nondisclosing 501(c)(4) branches because its 527 filings disclose contributors and expenditures. It does NOT establish that a specific Toolbox donor financed Idaho activity, that Toolbox selected Idaho candidate targets, or that the full $650,000 was deployed into Idaho.
