Open Society Policy Center's original 2020 Schedule I lists two grants to All Hands on Deck Network DBA Movement Voter Project, EIN 37-1697474: $100,000 (entry 6) and $87,400 (entry 7), totaling $187,400. Both state SUPPORT POLICY ADVOCACY. This primary-verifies an upstream funding relationship independent of Sixteen Thirty Fund. Sixteen Thirty's 2024 Schedule I separately reports $255,000 to the same EIN. The current IRS-derived funding index identifies only that one Sixteen Thirty grant in its covered years, so no earlier STF→MVP grant has been established in this pass. All Hands' primary schedules separately show $65,000 to Reclaim Idaho Fund in 2022 and $20,000 to Votes Idaho in 2023. Thus OSPC funded MVP before its documented Idaho grants; STF's identified grant came afterward. Neither chronology nor the generic policy-advocacy purpose proves that OSPC's money was passed through to Idaho or that either upstream funder approved the Idaho recipients. MVP's current official grantmaking process supplies a concrete description of decision-making: national and state advisors assess geographic and electoral priorities, vet organizations, develop state investment targets and evaluate grantees through plans, budgets and reports. MVP also says local partners set their own issue agendas. Its current team lists Billy Wimsatt as founder/executive director and Laura Flynn, Melissa Giraud and Esther F. Morales as directors. These are current institutional roles and do not establish who approved the 2022 Reclaim grant. Occidental's Regina Clemente biography identifies her as Boise-based MVP managing director, but that individual entry is explicitly dated Fall 2019 despite the page's 2026 update. It should be treated as historical, not a current appointment. The specific Idaho grant approver and contemporaneous grant agreement remain unresolved.
