Secondary 2026 reporting identifies him as the registered lobbyist for Idaho Values First, but the currently accessible public lobbyist interface did not expose a primary client/subject detail page in this research pass. Therefore the correct evidentiary treatment is: Ruano's current lobbyist status is corroborated; Idaho Values First as the represented client is currently secondary-reported rather than primary-reproduced here.
