The Idaho Fish and Wildlife Foundation identifies Rinker Rock Creek Ranch Barn and Technology as a 2025 grant-awarded project. Its project description concerns restoration of the historic barn for education, classroom technology, research equipment and telecommunications. No grant amount is stated on that page. This documents support for the ranch facility; it does not identify Prescott Cattle and Consulting LLC as the grant recipient or establish that Wyatt Prescott received any of the funds.
The foundation describes itself as working in partnership with Idaho Fish and Game. Its current team page names Hilarie Engle as executive director, Bob Holman as board president, Julie Mueller as vice president, Tad Johnson as treasurer and Kebai Bills as secretary. These are current website roles as observed September 18, 2026, not a verified roster of decision-makers at the time of the 2025 award. No evidence reviewed links the foundation grant decision to WinAg political spending.
Research limit: searches of public contract references and the State Board of Education's current site did not retrieve the signed UI-897 or IDFG-FY27-200 agreements or a selection record. The board's 2019 date-filtered meeting search yielded no entries in the current interface; that does not prove no meeting or approval occurred. USAspending spending_by_award searches using keyword PRESCOTT CATTLE returned no results in the queried direct-payment (06,10), grant (02,03,04,05), or procurement (A,B,C,D) groups. This limited name search neither establishes nor disproves federal assistance, including the separate unverified farm-payment lead.
Records needed to resolve the central question: for UI-897 and IDFG-FY27-200, obtain signed agreements, exhibits, amendments, solicitation or exemption records, competing proposals and scoring if any, award approvals, invoices, disbursement ledger and any noncash grazing consideration. For Rock Creek's advisory role, obtain dated rosters, minutes and recommendations addressing contractor selection. For the foundation grant, obtain award amount, recipient, restrictions and disbursement record. No records request or other outreach was sent in this pass.
