Lickley business filing connects Winecup to Dixon contribution; ICEN registration connects its administration to Atlas office

Idaho SOS business search identifies WINECUP L CATTLE, LLC, entity 623356, formed August 30, 2018, currently Active-Existing. Registered agent is LAURA M LICKLEY. The August 3, 2026 annual-report history, control 0006935540, lists William V Lickley and Laura M Lickley as members. Both appear in removal and addition fields with identical information: this is not evidence that either joined or departed in 2026. Ownership percentages are not disclosed. ICEN's biography identifies Laurie Lickley as Winecup L Cattle Company's owner/operator; the matching business, Jerome location and Lickley principals support the identity connection while retaining the filing's Laura spelling.
The search also identifies WINECUP L CATTLE COMPANY, assumed business name 225242, initially filed December 22, 2003. Its detailed ownership was not inspected. Other results WINECUP RANCH LLC and WINECUP INC list Eric C Bedke; do not merge those entities into the Lickley company.
Financial connection to Chenele Dixon: the previously preserved official 2024-cycle contribution ledger records Winecup L Cattle, LLC, $250 on May 21, 2024, and Laurie Lickley, $150 on November 1, 2023. These are two identified contributions totaling $400, not an exhaustive lifetime total, and not WinAg independent expenditures. The original ledger has a disclosed $20.15 aggregate reconciliation difference; no new claim resolves that difference.
ICEN legal identity: Idaho Contraceptive Education Network, Inc, entity 5465610, was incorporated November 6, 2023 as an Idaho nonprofit corporation and is currently Active-Good Standing. Its registered agent is Amanda Watson; registered/mailing office is 913 W River Street, Suite 420, Boise. Atlas Strategic Communications' current public homepage lists the same business suite, and its About Atlas page names Amanda Watson and Douglas Self as leaders. Together these establish an administrative/personnel and business-address connection. They do not establish an Atlas payment, donation, ownership of ICEN or control of its board.
ICEN's October 3, 2025 annual-report history, control 0006466794, displays Director Kelly R Packer in identical removal/addition entries. Preserve that filing spelling rather than silently correcting it. Initial filing and annual-report image links were located but the underlying PDF content was not reviewed. State nonprofit incorporation does not independently establish federal tax-exempt classification. ICEN's donors, budget, EIN and any Atlas service payments remain unresolved, as does Lickley's unnamed historical renewable-energy contracting employer.
