Esto Perpetua PAC dates to at least 2012 and used Risch Pisca's phone by 2016–2018

Historical Idaho campaign-finance records show Esto Perpetua PAC predates the current portal's 2023 registration field by more than a decade. An archived 2012 record identifies Esto Perpetua PAC at PO Box 1304, Boise, with political treasurer Amber Herriot. A 2016 archived filing snippet identifies Amber Hauge at the same PO Box and phone 208-345-9929. A 2018 official pre-general report identifies Maggie Mallea, PO Box 1304, and the same phone. Risch Pisca currently publishes 208-345-9929 as its office number. Idaho Education News reported in May 2018 that Esto Perpetua had routed much of its 2018 contributions to Risch Pisca PLLC and the Idaho Prosperity Fund, run by the Idaho Association of Commerce and Industry. The records establish historical continuity of the PAC and a Risch Pisca contact/payment footprint by at least 2016–2018; they do not establish that every earlier treasurer was a Risch Pisca employee or that the firm's partners personally controlled every expenditure.
