Clean and Prosperous America gave CVI Education Fund $60K while its grant model let donors select geographies and criteria

A separate 2024 grantmaking lane into Idaho has now been documented with unusually explicit information about how donor preferences can influence grant portfolios. Conservation Voters for Idaho Education Fund's FY2024 filing reports a $60,000 grant from Clean and Prosperous America (CaPA) for organizational support; CVIEF also received $84,300 from League of Conservation Voters Education Fund, $60,000 from Western Conservation Foundation, $50,000 from LCV, and $25,000 from New Venture Fund among other grants. CaPA's own 2024 election-impact report says its Strategic Grassroots Empowerment Fund awarded $10.8M to 318 c3/c4/PAC groups and states that 'in most instances' donors selected the geographies and other criteria for their investments while CaPA provided guidance on organizations fitting those criteria. CaPA's FY2024 grants also included $1.8M to Sixteen Thirty Fund over 2023–2024 and $469,228 to America Votes Education Fund in 2024. Separately, Sixteen Thirty's FY2024 Schedule I reports a $1.05M grant to Clean and Prosperous America Education Fund, which then reported an $8.17M general-support grant to Clean and Prosperous America. This establishes (1) a direct CaPA→Idaho conservation-education grant, and (2) a grantmaking model in which upstream donors can choose geography/criteria while CaPA selects or recommends qualifying organizations. It does NOT establish that Sixteen Thirty selected Idaho as a geography, that Sixteen Thirty's $1.05M education-fund grant was passed through to CVIEF, or that CaPA's $60K organizational-support grant dictated CVIEF's specific programs or political positions. CaPA's own description is evidence of donor-criteria influence at the portfolio level, not proof of control over any particular recipient.
