Sixteen Thirty funded Welcoming Neighbors Network, which granted Gem State Housing Alliance for Idaho housing-policy advocacy

Sixteen Thirty Fund’s primary FY2024 Schedule I reports a $600,000 cash grant to Welcoming Neighbors Network (EIN 99-4813080) for civil rights, social action and advocacy. Gem State Housing Alliance’s own Idaho website states that the Alliance applied for and won a Welcoming Neighbors Network grant, hired staff, conducted a listening tour with more than 150 Idahoans, and developed a policy agenda for Idaho cities. Its stated agenda includes by-right housing rules, simplified permitting, reduced mandates, easier lot splits, allowing duplexes/fourplexes/ADUs and small-lot homes, housing in commercial/industrial zones, and local infrastructure financing tools. Gem State says it advocates by engaging decision-makers, shaping policy proposals and organizing across Idaho. Independent Blue Cross of Idaho Foundation reporting also says the Alliance received a Welcoming Neighbors Network grant and then hired its leader. This establishes a real organization-level route Sixteen Thirty→Welcoming Neighbors Network→Gem State Housing Alliance, with the Idaho recipient engaged in municipal housing/zoning policy advocacy. It does NOT establish that Sixteen Thirty’s $600,000 was earmarked for Gem State, that the same dollars were regranted to Idaho, or that Sixteen Thirty directed Gem State’s policy agenda. Welcoming Neighbors Network has other funders, including Action Now, and pooled funds prevent same-dollar tracing absent grant documentation.
