Idaho Victory Fund has current financial/personnel ties to Little’s senior staff and longtime campaign communications network

The Idaho Victory Fund’s relationship to Gov. Brad Little can now be documented beyond general political alignment. Current 2026 committee data list Idaho Victory Fund payments of approximately $29,704.55 to Zach Hauge, $31,084.74 to Hayden Rogers, and $52,485.96 to Bilbao & Co. The Governor’s official current staff page identifies Hauge as Chief of Staff and Rogers as Director of Intergovernmental Affairs. A 2023 official Governor’s Office release states Rogers returned to the office after managing Little’s 2022 reelection campaign and had also worked on Little’s first gubernatorial campaign. Bilbao & Co.’s own biography states founder Ysabel Bilbao led communications for Little’s first gubernatorial campaign; Idaho campaign filings also document Bilbao/Bilbao & Co. as a historical Little campaign payee. Idaho Victory Fund’s own current website directs press inquiries to Ysabel Bilbao. Separately, Idaho Education News reports Idaho Liberty PAC—funded almost entirely by Victory Fund—hosts a video touting Little’s accomplishments. These facts establish a substantial personnel, consultant and messaging nexus between the Victory Fund/Liberty infrastructure and Little’s campaign/governing orbit. The current aggregate payment pages do not by themselves disclose the purposes of the Hauge/Rogers payments, and the evidence does NOT establish that Little legally controls Victory Fund or Idaho Liberty, directs their independent expenditures, or coordinates candidate-specific spending with them.
