Dairy network links workforce policy, immigration legal services, lobbying and Republican-primary spending

The alignment audit connects several previously separate dairy-industry activities into one documented policy/electoral chain. Idaho Dairymen's Association (IDA) has long described stable access to agricultural labor as economically important to dairy operations and advocates immigration-policy changes including legal status for existing agricultural workers, year-round worker visas and federal responsibility for employment-status verification. In 2018, IDA reported giving $60,000 to Community Council of Idaho's Familias Unidas immigration legal-services program and said IDA-member employees could receive vouchers for consultations and discounted services. Current Community Council filings show it is a large nonprofit providing education, health, employment and legal services and receives substantial government grant revenue. Unity Alliance of Southern Idaho's current board separately includes representatives from IDA, Community Council of Idaho and Idaho Milk Products, with IDA CEO Rick Naerebout serving as an adviser. On the electoral side, IDI-PAC's own 2022 materials explicitly say Idaho's Republican primary determines many legislative offices and define the PAC's mission as advancing dairy-industry political interests by supporting candidates whose positions align with the industry, opposing contrary candidates or measures, developing industry leadership and providing financial support. Current 2026 IDA materials identify workforce and E-Verify policy as important electoral issues. This establishes a lawful industry-interest pathway: workforce need -> service/policy advocacy -> election activity in Republican primaries -> later officeholder decisions on employment and immigration policy. It does not establish illegal employment, improper coordination, candidate control or net harm to Idaho residents. The next audit step is to quantify specific policy effects on wages, employer costs, tax revenues, public spending and labor availability using nonpartisan economic data and to keep lawful visa programs, legal-status policy and unauthorized employment analytically separate.
